Outcomes Finance Alliance
Overview
The Outcomes Finance Alliance (OFA), formerly known as the Impact Bonds Working Group (IBWG), is a global forum for organizations working on enhancing development effectiveness through outcomes-based financing (OBF). The OFA is led by donors (SECO, FCDO, and the UBS Optimus Foundation) and underpinned by industry-wide collaboration. Since 2018, OFA members act collaboratively to improve and launch concrete initiatives to address the main barriers to mainstreaming of OBF approaches and move the market toward maturity.
The OFA engages with a wide pool of participants from the outcomes-based financing ecosystem, including donors, governments, investors, service providers, technical advisors, evaluators and academics. Key activities include identifying challenges and solutions to scale, community building through workshops and conferences, developing and testing strategy options, commissioning research and knowledge sharing, identifying potential areas for collaboration, and communicating progress to the market.
Levoca’s Role
Levoca serves as the Secretariat of the OFA since its launch in 2018. We have led the organization of multiple conferences, including the annual OFA Summit, supported the launch of collaboration tracks, convened stakeholders and moved the outcomes-based finance market towards scale. Crucial among these initiatives is the Outcomes Accelerator, which Levoca co-designed and launched with the Governing Committee in 2022. Levoca also conducts research for the OFA, including the development and maintenance of the Pipeline Database.
